Expand the "Outcamp" program

Off-site camping is among Fowler's strengths and has potential for expansion without stressing other programs. Outcampings ability to impact campers in significant becaus the ratios of staff to campers is 1 to 4. Outcamp groups could be in creased from two groups (8 youth per group) to three groups per week. A specific outpost will be created in camp where all gear and belongings will be stored in a wooded camp area.
